A 49-year-old suspect, who managed multiple malicious renovation contractors and called himself Super Salaryman to flaunt his extravagant lifestyle, was arrested for conducting construction work without permission in violation of the Construction Business Act.

The Metropolitan Police Department has re-arrested the suspect for repeatedly carrying out unauthorized construction work.

Tokyo Shibuya Wards suspect Kenko Shimizu 49 and others were arrested by the Metropolitan Police Department in March on suspicion of violating the Construction Business Act for carrying out roof renovation work on the homes of men in Kanagawa Prefecture in 2023 without obtaining the necessary permits from the national or local governments.

According to the Metropolitan Police Department, suspect Shimizu was overseeing multiple unscrupulous renovation companies under an organization called Shimizu-kai, where he served as the head. He was promoting his extravagant lifestyle on social media under the name Super Salaryman Shimizu.

The Metropolitan Police Department re-arrested Shimizu and three others for carrying out four unauthorized construction projects in Tokyos Ota Ward and Yokohama City between September and November 2023, and additionally arrested three new individuals, including Seiya Nishimura 31, who is considered the number two Executive Director of the Shimizu Group.

<br><br>It is reported that suspect Shimizu and others visited the victims home directly, raising concerns by saying things like the roof is broken, and if left as is, it will leak, and thus securing contracts. It is believed that the entire group of affiliated businesses generated sales of approximately 10 billion yen over the five years up to February last year.

<br><br>The Metropolitan Police Department is investigating the flow of funds, suspecting that Shimizu received over 1 billion yen of this amount.

<br><br>It is said that young people who admired the flashy lifestyle seen on Shimizus Instagram gathered among the subsidiary traders.

According to a man who was in charge of sales at a subsidiary renovation company, Shimizu, the suspect, frequently gathered employees for morning meetings and encouraged them by saying things like, We salesmen must not be defeated by rain or wind; only those who confront challenges can survive, and made them compete for contracts.

It is said that in the businesses belonging to the Shimizu Group, under the substantial leader Shimizu, there are executives with titles such as president and director, closers responsible for concluding contracts, and each closer is accompanied by several employees called appointors, who search for customers by door-to-door sales.

<br><br>Most of the employees, such as Appointers, do not have construction skills, and under the guise of inspection, they would say things like the roof is broken or nails are sticking out to incite anxiety. In some cases, they even intentionally damaged parts of the roof to make people believe that repairs were necessary.

It is a system where achieving contract goals leads to promotion from an appointer to a closer, and further to an executive with a position, with promotions resulting in increased shares, and there were cases where the organization paid a celebration bonus to employees with good performance.

A few days later, an estimate for the repair work at the place described as needing repair was created, and a contract was signed, but the man felt it was expensive and requested an estimate from another contractor.

<br><br>As a result, it was found that the contracted amount was overpriced, and due to the distrust towards the contractor, the cooling-off procedure was hastily undertaken.
