The person who made and registered new fruits can decide where to export the seeds and seedlings and where to use them in Japan.

The reason for changing the law is that Japanese high-class fruits have been sold abroad.
For example, the high-class grape ”Shine Muscat” took 33 years to make.
However, the seedlings have gone abroad and China is exporting to Thailand etc.
The new law also requires a permit for farmers to take seeds and seedlings from their own crops and use them in their fields.
When the law was passed, the parliament told the government to allow farmers to continue to use seeds and seedlings at a price they could afford.
