中国・河南省で去年7月、多数の死者が出た豪雨被害について中国政府は、地元当局の準備や対応不足による「人災」だったと認定しました。　
In July last year in Henan prefecture, China, the Chinese government identified the damage caused by heavy rains, which caused many deaths, as a "man-made disaster" due to a lack of preparation and response by local authorities.
中国政府は21日、去年7月に河南省鄭州などの豪雨で地下鉄やトンネルに閉じ込められ、多くの死者が出た洪水被害について調査グループの報告書を公表しました。　
On July 21, the Chinese government released a report by a research team on the flood damage that killed many people in subways and tunnels due to heavy rain in Zhengzhou, Henan prefecture last July.
報告書によりますと、豪雨の際に鄭州などの地元政府が、リスクを過小評価し備えが不足したほか、警報のタイミングが遅れ被害が拡大したとして「人災」だったと指摘しています。　
According to the report, local governments like Zhengzhou underestimated the risk and did not prepare for heavy rains, the government indicated it was an "artificial disaster" because the timing of the warning was delayed and the damage widespread.
また、死者の数についても100人以上の隠ぺいがあり、調査の結果、合わせて398人に上ったと明らかにしました。　
In addition, there were more than 100 cases of concealment of the death toll, and according to the results of the investigation, it was revealed that the total number of deaths was 398.
これを受けて鄭州市トップの書記が解任されたほか、地元政府の関係者ら89人が処分を受けたということです。
Prior to this incident, the top Party secretary of Zhengzhou city was dismissed and 89 local government officials were sanctioned.
