In June, 11 people, including a teenager who was 17 years old at the time and worked as a scaffolder at construction sites, were suspected of driving motorbikes around about 1.5 km on the streets of Ome City and run a red light.
The Metropolitan Police Department arrested three people who played a central role and sent prosecution documents to the remaining eight people.
